When consumed, this increases a hero's speed by 4 for a single turn.
If the hero has the Throw Items ability available to Alchemists and Boomstrikers, it can instead be thrown within a base range of seven tiles.
If the hero has the Shoot Items ability available to Trickshots, it can be used on any ally within weapon range.
